Established in 1968, the award recognizes an individual who has a lifelong history of outstanding service to the Northern Kentucky community and the nominee's profession or industry, and who exemplifies the highest standards of personal integrity.

An active member of the Northern Kentucky community, he has served as commissioner and vice chairman of the Northern Kentucky Convention and Visitors Bureau, chairman of the Northern Kentucky Consensus Committee, chairman of the Northern Kentucky Chamber of Commerce, board member for The Point/ARC of Northern Kentucky, co-chair of Vision 2015 Governance Action Team and on the board of directors for the Tri-County Economic Development Corporation. He is the recipient of the Dan Beard Council Citizenship Award and the Walter L. Pieschel "Volunteer of the Year” award from the Northern Kentucky Chamber of Commerce.

A retired Colonel, Pangburn’s 30 years of active and reserve service in the U.S. Marine Corps included a combat tour in Iraq in 2004.  His personal decorations include the Legion of Merit, the Bronze Star Medal, two awards of the Meritorious Service Medal and four awards of the Navy and Marine Corps Commendation Medal.
